The way I read that is that this is separate from the regular Eastern regional championship. Not a bad prize for season winners, free 2013 NEFR entry.
I want to look into a few details myself, like what rules from RA apply and what NEHA rules apply. IE, can I run a Group 5 car as a novice at the hillclimbs and if the NEHA age rules apply for rally entries as my younger brother wants to get in the right seat.

yes it is a seperate competition with a good incentive. It will be interesting to see how mant teams take advantage of it.
