yeah i got one of these a few weeks ago, that and a thermostat and the car actually cools properly! i've never seen a 99 do that before!
and to make em fit the earlier cars you either need to fit a later rad support (what i did cause i had one) or drill a hole in your current one so the fan switch will clear it. other than that the thing works great, i was considering buying another one as a backup!

I emailed the guy to see if they had anymore since Geoff snagged the last one and I hadn't seem them recently. He got back to me right away and posted another 5 (4 now ) In case anybody else is interested. The price went down, but shipping went to flat rate $20. Still a good deal.

Are these up to Turbo spec?
Think these'll do for a stock 99 B-motor Turbo?

I think it would work fine for a 99 turbo. And if it didn't work that well it would be a cheap attempt. I towed a 1000 lb trailer with a 300 lb motorcycle on it using my 78 99 5 door. The car has the stock underpowered engine but uses an electric water pump. The temp gage never went above 1/2 and I am running that radiator.
I am the 73%

I looked at some of my radiators this morning.
The new ones on Ebay have double cores with 31 rows each
A 99 radiator that I have had 32 rows in each core
A radiator that I took out of a 99T (which had all the turbo accessories on it but who knows if it was actually stock) had 21 rows in each core
More rows doesn't necessarily mean better cooling because the fins are closer together, but it doesn't necessarily mean worse cooling either.
I checked some 900 radiators I have and the aluminum one and a brass one I have both had 32 rows.
I'd say it would be worth trying and it would probably work well.
