I agree with Pascal. The marine grade stuff is da shiznit. I use the US Composites stuff. Cheaper than West Systems, IMHO just as good. Maybe epoxy the screw holes up so you could use some fasteners, but also use 2 sided 3M trip tape as a backup.

Can you find those sort of epoxies at local stores, or are they specialty items? I can't think of a marine/boating shop around here.

You should try to find some PC-7 epoxy locally, the ACE hardware stores around here carry it. It comes in 2 little tins and is pretty cheap. It sticks like crazy and holds threads well.

PC7 is some strong stuff. Might hold as well as the marine stuff.
If I wasn't so far away, I would just measure out the required amount for you add some thickener and chopped strand. The amount you will need isnt worth buying it. I have gone thru 3 gallons of it on my boat project, and just ordered another 3 gallons. I don't think I would miss the little bit it would take to fix your spoiler.
The stuff Luke is talking about is rather easily machineable. You can drill and tap it. I would still consider the 2 sided tape as well.
