Here's the factory manual for a non-lambda CIS system, yours is almost identical, it just has the frequency valve plumbed into the control pressure line, and since you verified the valve clicks it's probably working ok.

Drew inspired me, here are the pages from the Beck-Arnley "Bentley" "Import Fuel Injection Systems Diagnosis And Testing" manual I have had since '88. This is the CIS Basic and CIS-Lambda section, and I"ll load the D-Jet too...
