I found the culprit. I pulled out a very much defective Proparts bypass valve today. It held no vacuum when hooked up to a mityvac so was clearly causing a massive vacuum leak. The previous owner said he replaced the bypass valve, and i guess he was telling the truth, he just replaced it with junk. Very much tired of proparts and their terrible quality.
There is no such thing as too low or too stiff.
