I'm using Chrome on Win7.

It is a server side issue with the hosting/ site setup.. it happens.

I usually just reload or refresh and that solves the "general error" issue.

Yah, you could likely just ask the host to allow more connections to the MYSQL database.

Likely PHPBB isn't releasing connections properly and is waiting for them to time out and or you have a stupidly low amount of connections allowed. Refreshing just requeries to see if there are available connections to take advantage of.

That error will be a random (to a user) temporary error that will be not able to be reproduced consistently. If you get it on a phone, it likely won't display the error message, only go blank or give a generic the page cannot be loaded error.
